The value of Canada’s physical assets is estimated at over $16 trillion. How as a country are we managing this critically important and diverse portfolio of assets? From the results of a recent national survey, a collaborative effort by PEMAC Asset Management Association of Canada and Canadian Network of Asset Managers, “The State of Asset Management in Canada” presentation provides an insightful look at the current state, both public and private sectors, in terms of asset management practices, maturity level, technology, training and challenges and opportunities.

Richard Stamper is the Business Development Associate at PEMAC Asset Management Association of Canada. Richard focuses on member acquisition and engagement and supports the growth of the organization’s education programs and events. Over his 30 plus year career, Richard has served in senior management positions, most recently as Executive Director of Technology Accreditation Canada and with a number of professional and industry associations, including Ontario Association of Certified Engineering Technician and Technologists and Ontario Road Builders’ Association.
Ali Nayeri, Manager Infrastructure Planning & Analytics – City of North Vancouver
Ali Nayeri is a professional engineer and asset management professional with experience across the municipal and structural engineering sectors. Currently serving as the Manager of Infrastructure Planning & Analysis at City of North Vancouver, Ali leads the city’s organization-wide asset management program, overseeing strategic and capital planning. His work focuses on the planning and management of municipal infrastructure to ensure sustainable service delivery and support evidence-based decision-making.
Ali’s past roles include managing cross-departmental initiatives and asset management programs at City of Vancouver and Vancouver Board of Parks and Recreation. He is a member of the Canadian Network of Asset Managers (CNAM) and is active in advancing asset management practices across local governments in British Columbia through AMBC.
This session will address (1) the statutory requirements for municipalities to maintain their assets under the Municipal Government Act and Occupiers Liability Act, (2) the level of maintenance required, (3) tips to avoid or mitigate personal injury or property damage claims, and (4) claims trends faced by municipalities.

Alex Darling is a litigation lawyer with over a decade of experience in all types of legal disputes, with a focus on insurance claims. At Alberta Municipalities, Alex acts as defence counsel for members and manages external counsel on more complex matters. He provides members with advice on early resolution of disputes and mitigating risk. He also assists the Alberta Municipal Insurance Exchange (MUNIX) with policy and compliance matters and with resolving issues with insurance coverage.
TThis presentation explores lessons learned from over 40 PS 3280 ARO assessments and implementations audited by local and national audit firms. 360 Engineering & Environmental Consulting shares insights on municipal compliance with ARO, covering key challenges, best practices, and strategies for accurate liability reporting within their asset management plans. Graeme Hawkins serves as the Director of Asset Retirement Obligations at 360 Engineering & Environmental Consulting, bringing over 15 years of experience in leading large-scale projects across various industries throughout Canada. He has successfully managed teams of professionals and engineers, fostering collaboration with internal and external stakeholders to ensure the successful execution of multi-million-dollar projects across multiple provinces. With a strong background in accounting, Graeme has enhanced his professional expertise by actively engaging with municipalities across Alberta on Zoning Bylaw amendments and the implementation of Public Sector Accounting Standards, collaborating extensively with stakeholders at municipal, provincial, and federal levels. His focus within the Asset Retirement Obligations team lies in advancing ARO modeling and standardizing liability reporting, emphasizing data accuracy and financial integrity.
